Submission deadline: 7 December 2026, 13:00 UTC
Background
SIOFA invites qualified consultants to submit bids to develop a Capacity-Building Action Plan for eligible Contracting Parties, Cooperating Non-Contracting Parties, and Participating Fishing Entities (CCPs).
Following endorsement at the 13th Meeting of the Parties (MoP13), SIOFA seeks to develop a practical, prioritised, resource-informed Action Plan addressing the capacity-building needs of eligible CCPs.
Scope of the assignment
The consultant will consolidate and validate identified capacity-building needs, use the Pew’s Self-Assessment Tool to Evaluate a Country's Capacity to Engage in RFMO Compliance Review Processes (CSAT), map existing and planned support, and identify gaps requiring further assistance.
The Action Plan will propose prioritised interventions, implementation arrangements, indicative budgets, potential funding sources and a monitoring framework. It will cover relevant areas including fisheries compliance, monitoring, control and surveillance (MCS), data management, science and broader institutional capacity. The final Plan will be submitted for consideration by SIOFA's subsidiary bodies and presented to MoP14 for endorsement.
