1. PROGRESO is suspected by Thai authority to be the vessel AL WESAM 5 or CHAINAVEE 54 which are on the IOTC IUU list.
2. The owner cannot provide the history of the vessel to Thai authority
3. The vessel did not comply with Section 95 of Royal Ordinance on Fisheries B.E. 2558 (2015) and the amendment B.E. 2560 (2017) according to incomplete submitting required documents including plan and port clearance.
